The problem this page addresses
Permitting decides a data center's schedule more often than design does. The approvals run through several agencies at once — land use and site plan, stormwater and environmental resource, wetlands and protected species, utility connection, building — and the critical path is usually the slowest of them, not the sum.
Sequencing is the lever. Which permits can proceed in parallel, which depend on another agency's decision, and what can be started under an early or phased permit are the questions that shorten the path.
Environmental approvals set the site's shape. Wetland delineation, mitigation, cultural resource and species reviews decide how much of the parcel is buildable and where, and they are best settled before the layout is fixed.
The permit is not finished at issuance. Construction administration, inspections, as-built certification and closeout are what release the certificate of occupancy and the bonds.
What RSP Engineers does on these sites
RSP's scope is the civil site engineering:
- Permitting strategy and sequencing — identifying every agency with jurisdiction and the dependencies between their approvals.
- Site plan, stormwater and environmental resource permit applications, and the civil response to agency review comments.
- Coordination of wetland, mitigation, cultural resource and protected species approvals with the site layout.
- Construction administration — shop drawing review, responses to contractor questions, inspections and as-built certification.
- Closeout — certification to the permitting agencies that the civil work was built as permitted.
Scope boundaries
RSP Engineers performs the civil site engineering described above and also provides mechanical, electrical and plumbing engineering through its own licensed staff. Where a project uses both, the interfaces between building systems and site infrastructure are designed together. Structural engineering and the other project disciplines deliver their own scopes, and how a completed facility performs — its energy use, the redundancy of its systems, its availability in service — depends on the owner's requirements, the equipment selected, the serving utilities, the construction and how the facility is operated. It is not determined by any single discipline's design.
